废标理由：江苏省电子信息产品质量监督检验研究院（江苏省信息安全测评中心）未按招标文件“评委根据投标人CNAS及CMA检测能力附表中能够同时覆盖技术参数评审项的情况进行评分；未能同时覆盖的评审项，该项视为负偏离。”的要求提供检测能力CNAS附表，根据招标文件中关于“技术部分不符合评标方法和标准中规定的实质性要求条款的，按无效标处理。”的规定，江苏省电子信息产品质量监督检验研究院（江苏省信息安全测评中心）符合性审查不通过。本包合格投标人家数未达法定数量，按废标处理。

采购包5(财务监督检查和绩效评价服务、技术能力评价服务标包):

废标理由：工业和信息化部通信清算中心、北京筑标会计师事务所有限公司未按招标文件要求提供项目负责人的执业资格证书或职称证书复印件，资格性审查不通过。本包合格投标人家数未达法定数量，按废标处理。
